As to his identity, I don't know. I suspect you are confusing yourself between the Republic of China embodied by then President Chaing Kai-Shek and the People's Republic of China ruled by Mao Zedong. Until the 1970's we only recongnized Chaing's government even though he was forced to flee to Taiwan after Mao kicked him out of the Chinese mainland. Incidentally Formosa is also the old name for what is now called Taiwan. The acredited Chinese ambador at the time would probably be best found under an article about the Republic of China and Chaing's political party -the Kuomintang. Mao in case you don't know falls under the umbrella of the Communist party.
