Can I get a colored tattoo with darker skin?

I want to get a tattoo of a ship on my arm, I was hoping to get some of it in blue (the sea) with white waves, the ship itself I would want to be black. Will that show up on someone with darker skin? I am indian, my skin is like a mocha or peanut er looking tone.
